International Committee of the Red Cross Accompanies Militant Group in Recovery for Remains of Israeli Hostages in Gaza

The International Committee of the Red Cross (ICRC) stated that its personnel accompanied members of Hamas into areas of Gaza currently controlled by IDF control to facilitate the search for the bodies of Israeli hostages.

Ceasefire Agreements and Hostage Bodies Handover

Under the truce negotiated by the United States, which began on October 10, the group is obligated to return the bodies of all Israeli hostages promptly. As a reciprocal measure, Israel has agreed to transfer 15 Palestinian bodies for each Israeli.

Hamas has so far returned the bodies of 15 of those held captive but none in the past five days, as a portion of those bodies are believed to be in areas past the yellow line designating the temporary truce line.

Red Cross Involvement as Neutral Intermediary

“At the request of the involved sides, the International Committee of the Red Cross (ICRC) accompanied a participant in the hostilities as the party looked for the remains of the deceased past the military-established ‘yellow boundary’,” stated a spokesperson for the organization.

The spokesperson added: “The parties to the hostilities established the procedures of the mission and entrusted the Red Cross to serve as a neutral intermediary. The ICRC was not involved in the discussions.”

The official additionally explained: “Our team was not involved in the search for the bodies nor does it engage in the physical recovery of human remains.”

International Humanitarian Law and Responsibilities

Under international humanitarian law, it is the responsibility of the sides involved in a hostilities to search for, gather, and retrieve the bodies of the deceased.

American Ultimatum and Local Recovery Operations

Recently, the US president delivered a 48-hour demand to the organization. “Hamas is going to have to start returning the remains of the hostages who died, including American citizens, quickly, or the other countries participating in this great peace will intervene,” he posted on his social‑media platform.

As the two-day window neared, Hamas, joined by the ICRC, teamed up with teams from Egypt, who were granted permission by Israel to search for remains beyond the boundary indicating the Israeli military’s pullback inside Gaza. An official representative said the Egyptian team would use heavy machinery and vehicles in the search.

Official Confirmation and Press Reports

The news was corroborated by an unnamed Israeli official, who told Hebrew-language media that members of the group had been permitted to access areas of the region under Israel Defense Forces (IDF) control to look for the remains of captives, together with Egyptian and Red Cross personnel.

“To achieve this goal, Hamas members were allowed to cross the designated boundary,” the official was quoted as stating.

Video published by a regional network seemed to show individuals of a specialized group – part of the organization’s military wing responsible for guarding hostages – escorting a humanitarian transport in a specific location near Rafah, which is beyond Israeli military control.

Challenges in Locating Hostage Bodies

The search for the remains of Israeli hostages has turned into one of the most sensitive issues in the ceasefire agreed between the parties. However, the attempt to locate the bodies has proved challenging from the beginning, given the presence of an estimated 60m tonnes of rubble across the strip, where, according to health officials, at least ten thousand Palestinians are recorded as unaccounted for, trapped under the debris.

Diverging Claims on Remains Location

The group has claimed it lacks information on the exact whereabouts of all the bodies, saying it has been unable to communicate with several of its units that had been holding the captives and were reportedly killed during military strikes.

However, an Israeli government spokesperson asserted that Hamas knew the whereabouts of the bodies. “If Hamas exerted greater effort, they would be able to retrieve the bodies of our captives,” the official said.

US Position and Weapons Surrender Talks

While the American leader has conceded that a portion of the bodies are difficult to reach, he said that “the rest they can hand over now and, for some reason, they are not.”

“It may have to do with the surrender of weapons of the group,” he noted.

The US administration has said it has received guarantees from Hamas that the group will surrender its arms, though no specific schedule has been established. The militant organisation remains reluctant to give up its weapons without firm guarantees about the fate of its members.
