The Failure of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new 28-article proposal for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Pattern of Negotiation and Warfare

The sequence of opposing developments captured the grim essence of the current period. By day, diplomatic battles are waged: optimistic declarations are released from various governments. Considerable effort is expended on restraining particular approaches. By night, Russian leadership clearly shows the world that, for them, war remains the primary tool for achieving "peace".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from enemy soil, a capacity provided through timely intelligence. From observation points, defense planes that had been scrambled to engage hostile aerial threats flew past – modern combat jets provided to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems activated: several firings deployed against a hostile projectile. This was a modern interception technology at work, presumably provided by allied countries. Every firing jolts you unexpectedly, rattling buildings. The brief panic quickly gives way to sober acceptance: perhaps the approaching threat won't hit its mark this time, preventing destruction from devastation and further power outages.

Persistent Threats

Following this, a large-caliber weapon opened up on a drone somewhere nearby, part of a rapid response unit – almost certainly Western-made equipment. Unfortunately, the shots failed to hit the opposing UAV – it maintained course toward its objective.

With pauses, this continued until dawn. Kyiv awoke to the early updates: several casualties, devastation and heating outages in many homes as a result of the evening attack. As always, everyone still went about their day – living the war. But those entire period demonstrated Ukraine's essential dependence on external assistance – a need that regional partners are clearly incapable to substitute in the immediate future.

Failed Diplomacy

The comprehensive proposal from US administration provoked deep reactions, debate and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new initiative from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually secure success. This cycle will, certainly, persist.

Strategic Calculations

It is tempting to accuse particular leaders of persistently promoting Russian terms. But that does not seem to be the complete picture. US administration works based on a assumption familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration assumes that it is unfeasible to force Russia to abandon the areas that it already controls in Ukraine's occupied territories.

The issue is that while acknowledging this situation, American administration does nothing to deter Moscow, through statements or actions, from thinking that the situation will not evolve additionally in its advantage in the coming year.

Divergent Views

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their incentive to sign a deal that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leadership remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing people and territory but avoiding a total frontline collapse until circumstances change in its benefit.

Present Conditions

Realistically, there are no actual prerequisites for a armistice. Now, subjective factors are becoming relevant: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any plan Kyiv finds unacceptable, so that their attention does not move to internal issues. And although their objective will now be significantly challenging after latest incidents, it remains very improbable that this will change their overall approach.

These opposing factors are guiding negotiations.

Assessment and Future

It took a only one week to eliminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all did their job.

While new plans based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to alter the situation, if they stand together and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
