Ukrainian President Volodymyr Zelenskyy declared during his visit to the US capital that Vladimir Putin's decision to seek talks with Donald Trump indicates Moscow is on the defensive. Zelenskyy commented, "We can already see that Russia is scrambling to resume dialogue as soon as it hears about Tomahawks." These remarks addressed earlier comments about supplying long-range weapons to the Ukrainian military.

Political Developments and International Reactions

A former US state department official, Dan Fried, commented, "The Russian leader is trying to disrupt the momentum toward greater sanctions on the Kremlin." He added, "We'll see tomorrow, but the likelihood of moving toward a ceasefire by pushing Moscow to engage sincerely seem to have diminished."

This development followed Trump had in recent days been strengthening his language toward Moscow until the recent call with the Russian president, which the Russian government described as "extremely open and trustful."

EU Fuel Sanctions and Economic Impact

The European Union have established a requirement for energy importers into the EU to demonstrate their products are not made from Russian crude, according to a official guideline published on Thursday. This step is included in the EU's upcoming prohibition on purchases of fuels processed from Russian crude, which is included in its latest sanctions package against Russia over its war in the region.

Financial experts observed that trading activity appeared to be considering the possible reduction of India's purchases of Russian crude. Some oil processors in India are preparing to reduce Russian oil imports, with projections of a phased reduction, as reported by sources familiar with the situation.

"This is a positive development for the oil market as it would remove a major buyer of Russian crude," commented Tony Sycamore, adding that crude values were stable on Thursday.

Security Situation and Infrastructure Strikes

A massive Russian unmanned aircraft and rocket assault targeted energy infrastructure in Ukraine's eastern regions on the same day, causing disruptions in multiple regions. Ukrainian officials stated that Russian forces launched numerous of unmanned vehicles and many of missiles, along with aerial munitions.

"This autumn, the Russians use daily opportunities to strike at our power facilities," said Ukraine's president, adding that strikes affected the regions of northern Ukraine, eastern Ukraine, Poltava, northeastern Ukraine and western Ukraine.

She revealed a "plan" to prepare for potential conflict by the end of the decade, including a new defensive network to be fully operational by the end of 2027.

The proposed system, dubbed the "European drone defence initiative," is expected to begin working initially by the 2026 timeline and be completely operational by the end of 2027. Brussels aims to secure the support of EU leaders at a summit in the coming days.
